M&E Developer / Facility manager
The engineering specialist shall allocate his working time in a combination of:
- ca. 50% to the Development process (2 mixed buildings for execution phase)
and
- ca. 50% to Facility Management supervision process for the 6 office buildings portfolio.
The engineering specialist shall be a qualified and experienced installation (HVAC or Electrical or Sanitary) engineer (Bachelor’s degree).
Development process main activities description:
§ provide design/engineering support, tender support for construction scope and site supervision services in relation with the mechanical, electrical & low current, plumbing (sanitary) specialties;
§ provide support and services for utilities connections/works;
§ for design/engineering phase + tender phase, the specialist shall
o perform checkings of the design/engineering, technical specifications, technical data sheets and advise the Client in case any errors, omissions or inconsistencies are identified;
o review Contractors’ request for clarifications. This activity may require consultations with design/engineering externalized local team and Client’s foreign external consultants network;
o review Contractors’ Value Engineering proposals and evaluate implications based on consultations with design/engineering team, Client’s external consultant’s network and own professional experience and provides feedback to Client’s management team;
o attend meetings with suppliers and producers and advises the Client’s management team on material and equipment selection and/or alternative proposals. May require consultations with design/engineering team and Client’s external consultant’s network;
§ for the construction site supervision phase, the specialist shall
o perform daily site inspections;
o Review Material Approval Forms and advise the development/project team ;
o Review and approve/comment the method statements and ensure the works are performed accordingly;
o Continuous review and supervision of the quality of workmanship and the compliance with the design, technical specifications, and good engineering practices;
o Reviews that all testing (incl. Disaster Test) and commissioning procedures are being carried out in accordance with the design/engineering/technical specifications and advises the Client if case-specific measures need to be implemented;
o participate in the inspections for the preparation of the List of Defects (snags) and supervises together with the Client and other Client consultants the remediations;
Facility management process main activities description:
§ coordination of general buildings security, safety, maintenance, and welfare of occupants;
§ overseeing Client specialized contractors (mainly facility management companies) and theirs procedures and schedules for regular buildings maintenance;
§ inspecting Client specialized contractors’ completed jobs;
§ monitor together with the Client the buildings maintenance budgets;
§ evaluate Client specialized contractors’ performance and provide direction, and correction to ensure proper maintenance of the buildings;
§ evaluate the functionality of buildings equipment and systems to ensure they are operational;
§ lessons learned list from operation phase to be used for the improvement of further developments/projects.
